<p>This registry will provide an avenue of recognition and competition for non-palomino offspring resulting from breeding one or both parents that are registered with Palomino Horse Breeders of America (PHBA) and one parent from an approved registry.</p>
<p>As a registration special these horses can be registered as Palomino Bred at any age in 2011 for just $35 plus the cost of PHBA membership.</p>
<p>The development of this program will be on going for 2011 with the goal of full implementation at the APA level in 2012.</p>

<p><strong> </strong>5205. Ownership of Horse.</p>
<p><strong>B.</strong> Leases. Horses under lease to, but not owned by, the contestant or his/her <span style="text-decoration: underline;">immediate</span> family members <span style="text-decoration: underline;">(as defined in PHBA rules)</span> are eligible for amateur events.</p>
<ol>
<li><span style="text-decoration: underline;">The horse must be leased for a least a period of one year and the lease must be to an individual only.</span></li>
<li><span style="text-decoration: underline;">The lease must be recorded with PHBA on a Showing Lease form and submitted to PHBA prior to exhibiting the horse. EXCEPTION: The lease must be recorded with PHBA by March 1<sup>st</sup> of the current year should the horse be shown at the PHBA World Championship Show. </span></li>
<li><span style="text-decoration: underline;">The lessee must be responsible for all expenses relating to the horse.</span></li>
<li><span style="text-decoration: underline;">Only one lease covering a horse will be recognized at a time.</span></li>

So if you have ever thought of purchasing a lifetime membership for PHBA 2012 would be the year to do just that. You will be able to purchase a lifetime membership based on a graduated scale according to your age. The membership price would be reduced by $60.00 in increments every ten years. For example, a person who is 19 years old would pay a lifetime membership fee of $400.00. A person who is 29 years old would pay a lifetime membership fee of $340.00, etc. At age 79, the final lifetime membership fee would be $40.00. </p>

<p><strong>New Colors Compete at Congress </strong></p>
<p>TULSA &#8211; The Pinto Horse Association of America, Inc. announces the lineup for its annual fall horse show. The 2011 Color Breed Congress has yet again extended its show roster to include even more color. This format will offer classes for horses registered with the PtHA, as well as, the Palomino Horse Breeders of America, International Buckskin Horse Association, American Buckskin Registry Association, Appaloosa Horse Club and Pony of the Americas Club. We are excited to welcome the ApHC and the POAC, which are both new to the Color Breed Congress. Adding the two additional breed association classes will bring new horses and colors to this year&#8217;s fall show. The Color Breed Congress is set for November 2-6, 2011, at The Built Ford Tough Livestock Complex at Expo Square in Tulsa, Okla.</p>
<p>Presented by the Pinto Horse Association of America Inc., the 5-day competition will showcase colorful and talented horses and their exhibitors in a variety of disciplines including English, western, barrel racing, and halter.</p>
<p>&#8220;The Color Breed Congress was a success last year,&#8221; said Darrell Bilke, Show manager and PtHA Executive Vice President/Chief Operating Officer. &#8220;We are excited to share that success with the other associations and look forward to providing a stage for high quality competition.&#8221;</p>
<p>Special events at the Color Breed Congress will include a Color Breed Cash Challenge that allows any horse registered with PtHA, IBHA, ABRA, PHBA, ApHC, POAC and the American Paint Horse Association to show and includes: Breeding Stock Pinto, Solid Paint-Bred and Palomino Bred. The Champion of Champions classes will be a definite highlight of the show, bringing back the top three places from certain classes in each breed to compete in one colorful arena.</p>

<p>“Equine Herpesvirus (EHV-1) Situation Contained”</p>
<p>OKLAHOMA CITY, OK- Oklahoma horse owners should take great relief that the EHV-1 outbreak has been contained.  The entire horse industry should be commended for cooperative response in alleviating the disease threat. Due in part to the good communication between horse owners, facility and show managers, veterinarians and state health officials people were made aware of the situation and facilities were appropriately quarantined if necessary.  One premise in Oklahoma is under quarantine from a confirmed EHV-1 positive horse that attended the Utah event.  The horse is now normal and all remaining horses on the premise are healthy.  No horses from this premise have attended an event in Oklahoma during the past few weeks and movement will be restricted until the situation is completely resolved. </p>
<p>Since the initial outbreak of EHV-1 at the National Cutting Horse Association’s Western Nationals Show in Ogden, UT from April 29- May 8, 2011, the disease has been contained to the greatest extent possible.  The numbers available indicate that the spread of the virus has been contained.  During the first week there were 86 suspect/confirmed new cases, the second week showed 62 suspect/confirmed new cases, the third week showed 10 suspect/confirmed new cases and the fourth week after the occurrence showed 0 new cases. </p>
<p>Horse owners should still be cognizant of the situation but also be aware of the facts regarding the virus. The EHV outbreak has only affected horses attending two events and horses directly exposed to that group upon returning home.  The two events are the NCHA Western National Championship in Utah and the Kern County Cutting Horse Event in California.  Affected and exposed horses in all states are under state quarantine or movement restrictions. </p>
<p>Acting State Veterinarian, Dr. Michael Herrin recommends horse owners and event managers remain at a heightened level of awareness, consider the current facts of the situation, and make an informed decision based upon actual risk.  Events in Oklahoma that host horses of an unrelated type have no increased risk of disease exposure now than before this incident began.  There have been no changes in import regulations and no recommended event cancellations issued by the Oklahoma Department of Agriculture, Food, and Forestry (ODAFF).</p>
<p>The Oklahoma Department of Agriculture, Food, and Forestry encourages horse owners to implement and practice proper preventative measures.  ODAFF also encourages horse owners to consult their local veterinarian for review and advice on an appropriate vaccination schedules for EHV.</p>

			<content:encoded><![CDATA[<p>We are happy to tell our world show participants that PHBA has been able to work out an agreement with the Tulsa facility to make it possible for early arrivals on Sunday, July 17th. According to this agreement, should the departure of horse participating at the Appaloosa Nationals go as planned; PHBA should be able to start the stalling process around 5 PM. Please understand this is not guaranteed, it is dependent on the appaloosas being out on time and the cleaning process being complete. This also only applies to stalls and does not mean the livestock arena will be available.</p>
<p><strong><em>Absolutely, no animals will be allowed onto the show grounds before 5 PM, Sunday, July 17<sup>th</sup>.</em></strong></p>
